What is checking and proofreading?

Some translation agencies and companies purport to offer “editing and proofreading” when in fact all they are doing is giving a cursory glance to the first translation to make sure that the number of paragraphs is about right, that the software is tidy and that the presentation is good. This is not satisfactory.
